Provisions
Section 104. General Building Requirements
A) All buildings and structures as
well as accessory facilities thereto shall conform in all respects to the
principles of safe construction and must be suited to the purpose for which
they are designed.
B) Buildings or structures intended to
be used for the manufacture and production of any kind of product shall observe
adequate environmental safeguards.
C.) Buildings or structures and all
its parts thereof as well as all facilities found therein shall be maintained
in safe, sanitary and good working condition.
Section 105.
Site Requirements
The land or site upon which will be constructed any
building or structure, or any ancillary or auxiliary facility thereto, shall be
sanitary, hygienic, or safe. In the case
of sites or buildings intended for use as human habitation or abode, the same
shall be at a safe distance, as determined by competent authorities, from
streams or bodies of water and sources of air considered to be polluted; from a
volcano site and any other building considered to be a potential source of fire
or explosion.

Types of Construction
For purpose of this code, all buildings
proposed for construction shall be classified or identified according to the
following types:
Type
III – buildings shall be of masonry and wood construction. Structural elements may be any of the
materials permitted by this code.
Type
IV – buildings shall be of steel, iron, concrete, or masonry construction. Walls, ceilings, and permanent partitions
shall; be of incombustible fire-resistive construction.

Design and Construction Requirements
Section 1207.
Stairs, Exits, and Occupant Loads
Number of Exits. Every building or
usable partition thereof shall have at least one exit. In all occupancies, floors above the first
storey having an occupant load of more than 10 shall not have less than two
exits. Every storey or portion thereof
having an occupant load of 500 to 999 shall have at least three exits. Every storey or portion thereof having an
occupant load of 1000 or more shall have at least four exits.
Rule XIX –
Parking and Loading Space Requirements
Pursuant to Section 803 of the National Building Code (PD 1096)
Parking Space Ratings (minimum
off-street requirements)
Average automobile parking slot shall
be computed at 2.4 meters by 5.00 meters (perpendicular or diagonal parking)
2.00 meters by 6.00 meters (parallel parking) 3.60 meters by 12.00 meters

Special
Provisions
Buildings/structures intended for the
use or occupancy of the handicapped, the following minimum provisions shall be
observed;
- One accessible parking lot for the
handicapped per 50 parking slots up to 150 slots and an additional slot for
every 100 slots thereafter.
- One wheelchair transfer area between
every two spaces
- Maximum distance of accessible
parking area from facility serves is 60 meters
Guidelines
in the Design of Public Buildings/Structures
Pursuant to section 203 of the
National Building Code (PD 1096), the following guidelines shall be observed in
the design of public buildings or structures;
1. Public buildings are permanent
structures owned by the government, whether national or local, its agencies, including
government-owned or controlled corporations.
2. Design of public buildings aside
from being logically functional and structurally sound, should promote, enhance
and express the aesthetic quality, customs and traditions, socio-economic
values and cultural heritage of the region towards evolving a distinct Filipino
architecture.

Power
The
demand for power in the following years is projected to increase tremendously
not only to serve expected increase in the population but also to sustain the
operation of new industries. The city
must overcome the power shortage being experienced especially during the summer

Alternative
sources of power may have to be developed to avert any power shortage in the
future. The steady supply of power is
essential to create the desired climate for industrial growth. Aside from power generation, power
distribution should also be extended to areas with no electricity.
Solid Waste
Management
The
present systems of storage, collection and disposal of solid waste in ________
leaves much to be desired. The solid
waste collection service serves only a small sector mostly in the
poblacion. The rest of the households
resort to other methods such as burning, composting, burying and illegal
dumping in public properties. ______is

3.2
Topography, Geology, Soils, Hydrology, and Climatic Information
Topography
The topography is generally
flat with some rolling portions on the northern barangays. There are coastal roads in the southern
portion. Two major water lines exist and
bound the eastern and western sides: The ____ River on the east and the ____
river on the west. These water lines
serve as the main outlets of the drainage system and creeks and at the same
time are being tapped as important source of water for the irrigation around
the vicinity.

slope classification is physically flat.
About 15,000 hectares or 78.1% of the total land area has a slope of
only 0-3 degrees. A little over 10% or
2,000 hectares slope at an angle of 3.8 degrees. Another 1,200 hectares or 6.3% at 8-15

angle at 30-65 degrees.
Geology/Soil
Two
main types of soil exists: Cabangan clay loam and San Miguel clay loam. Extensive alluvial deposits generally consist
of petrified fragments of clay, silt, sand, and gravel. These can be found along the riverbeds, flood
plains, flat areas, and abandoned segments of meander cut-off. Hydro-geological characteristics are
considerably favorable as these soils are readily crumbled when dry but sticky
when wet.
Climate

There are no existing structures
situated at the proposed site though there are some proposed driveways
inside. Utilities include electrical,
water, and drainage system. Though there
are neighboring shanties that exist, they themselves know that there’s a
proposed government structure near them.

Character Analysis*

The city is envisioned to host trading activities. Domestic trading of the city is concentrated
on agro-based commodities. Studies show
