City or Town Hall
Basic Components and Functions:
Office of the City Mayor
- exercises the general supervision and control over all programs, projects, services, and activities of the city, and in this connection, shall determine the guidelines of the city policies and to be responsible to the Sangguniang Bayan for the program of government.
Office of the City Vice Mayor
- shall be the presiding officer of the Sangguniang Bayan and sign all warrants drawn on the City Treasury for all expenditures appropriated for the operation of the Sangguniang Bayan. 
Office of the City Councilors (Sangguniang Bayan/Panglungsod Members)
- shall enact ordinances; approve resolutions and appropriate funds for the general welfare of the city and its inhabitants.
Office of the City Treasurer
- shall take charge of the treasury office and advise government officials concerned regarding the disposition of local government funds, and on other matters relative to public finance.
Office of the City Assessor
- shall ensure that all laws and policies governing the appraisal and assessment of real properties of taxation are properly executed.
Office of the City Accountant
- shall take charge of both the accounting and internal audit service of the local government unit and shall apprise the officials concerned.
Office of the City Planning and Development
- shall take charge of the engineering office and shall formulate integrated economic, social, physical, and other development plans and policies for consideration of the local government and public works in general.
Office of the City Engineer
- shall initiate, review and recommend changes in policies and objectives, plans, program, techniques, procedures, and practices in infrastructure development and public works of the locality.
Office of the City Civil Registrar
- shall take charge of the civil registry, develop plans and strategies on civil registry programs and implement them upon approval thereof by the mayor.
Office of the City Legal
- shall formulate measures for the Sanggunian and provide legal assistance and support to the mayor and the general public.
Office of the Social Welfare and Development
- shall develop plans and strategies on social welfare programs and implement them upon approval thereof by the mayor.
Office of the City Health
- shall take charge of health services, supervise the personnel and its staff, and formulate program implementation guidelines, rules and regulations for its operation.
Office of the City Budget

- shall prepare forms, orders, and circulars embodying instructions on budgetary and appropriation matters for the approval of the mayor.  The office shall review and consider the budget proposals of different offices and operations concerned.

Function
            This is the problem of the design that begins with the study of plan elements to develop exterior and interior details.  Horizontal disposition secures relationships between different areas.  There should exist the economy and directness of circulation.  The structure could then be translated into foundations for vertical development.
Space
Spaces may have an emphasis or focal area.  Space is important so that activities and conditions are used in a worthwhile fashion.  It may be arranged or organized centrally, linear, radial, clustered, or grid.
Geometry
The geometrical appearance of the building needs to be organized to create harmony.  Different building approaches, as its elements should enhance circulation.  The building entrance may be flushed, projected or recessed.
Context
            The basic components of the building include walls, windows, roofs and floors.  In context, the principles involved include balance or equalization.  Government Centers’ scale type may be monumental but the design of the city hall doesn’t have to be one too.  It may be so designed for permanence but it is essentially an office building, not a monument or ornament.
Enclosure
Enclosure properties include its dimensions, slope, configuration, surface edges and openings.  The use of color for the enclosure has its psychological effects, which varies according to location.    
Systems
Systems include environmental concerns and the interior.  It also includes the HVAC systems which are primarily mechanical and electrical.  Systems for handicapped users will be inherent such as on curbs, hallways and walkways.  Signs and guardrails as well as warning and vibration signals may also be incorporated.
Economics
            The cost of the building should involve the economy of materials.  Using GI sheets, hollow block walling, and cement or wood flooring could achieve this.  Also by using ordinary paint, flush doors, white tiles and toilet fixtures.
Human Factors
          Socio-cultural variables discuss attitudes towards privacy, family structure, the role of women, job patterns, and technological experience.  Psychological considerations are categorized by factors such as its spaciousness, friendliness, variety, unity, rationality, flexibility, accessibility, and security.

Significance of the Study


          The opportunity of undergoing the study is of great significance for improving social, economic, physical and political conditions of the locality.  The study could also open up new design strategies and verify certain principles of design.  And the contribution of these, which may have been ignored, could state issues for further study and implementation.

Statement of the Problem


          The problem lies on the project’s architectural possibilities and constraints. It is up to the challenge of offering a better if not the best designed structure for governance.  Thereon, extensive research has to be done and alternative solutions could hopefully be derived by empirical studies.

Summary, Conclusions and Recommendations

          The proposal was discovered to be constructively viable from studies.  The study has proven a lot of options and possibilities concerning its architectural design and development.  There are existing designs and innovations, which can be adapted and modified aesthetically and structurally.  I sure do admit that the study has clearly open up its identity though needless to say is needed for its construction.

            The importance of the study is to help develop a Local Government Center for the progressing City ____.  This should enhance the city socially and economically.  The city’s agro-industrial roots backed up with medium industrialization could boost up its function for governance.


            In conclusion, the programming and design analysis are not really complete until the building is constructed and occupied.  Design exploration, schematic design, design development, and even the ultimate occupancy of the building will uncover new ideas, opportunities, and constraints which will make some objectives of the original program difficult to achieve and often changes minds as to the requirements of the program.

THE FIGHT TO NAVIGATE

I am trying to get acquainted more or should I say, get reacquainted with my own town now.  Dare I say my own because it's the only place I've known for so long.  You may have your own way of looking at your town but somehow I have to blaze my own trails, or trace my ways.  The way I know how, to go out and back home.  It is just a way of retracing my footsteps. Reminiscing, recalling what matters most personally, and what complicates  my own pursuit.

No, you might not want to read these but I'm sure there's a reason why.  Because we, just like you, do have the urge to navigate. It's one way of making sure you'd get to a destination safely and sound. And though I must say depending on how you conceive or perceive your own little worlds, I prefer not to interpolate.  And because some of the people taken by mobility may sure find but smart, to avoid pitfalls, accidents, mishaps,
collisions, in short to not hit or hurt.

And Google did provide this application.  And I am both grateful and in a way but felt had.  And for future pursuits, along the way this should be of great assistance.  I am just not sure if I should do this or continue to do this since this time, every thought that I say might get misunderstood in some way, just like everything you see is meant to be misunderstood.  And of course the current, and this contraption might just disappear.

LANGUAGE VOICE SOUND DICTION SPELLINGS > VOCABULARISTS

There is a very cruel kind of thing that goes on and on in this that the only way to explain it is to shut up. The languages that exist here does kind of makes it hard to explain that somehow it is but only fair to explain this in the simplest way possible.  It twists tongues and creates unintentional confusion.  It does somehow add to the misunderstanding among folks and fellowmen.  And if it does, somehow the only way to arbitrate is to gather up all these words, write them on a piece of paper and find out how it should be defined and pronounced.  And so the amount of words can of course reach to a point where every leaf of paper shall reach a great number, for which these pages will have to be called a book.

But as soon as an entity decides how words are entered into such kind of leafing agreement, meaning how these words end up as such that it needs to be declared published by some printer and seem to be protected by certain laws made up and agreed upon to be profound and agreeable by the majority, there along with it comes the opposition.  The opposing factor, the negative to the positive, the down to the up, in short the opposite.

And so this yang to the yin or the yin to the yang, behind and beyond the opposites and up until now that generation which our fathers, our forefathers have established to be true and sane may perhaps can not be applied to the present generative reading and comprehension.  Because these days we now have different languages that do not need to be uttered. Of course the symbols, marks have existed for centuries now if we have to dig in to the primitive times, we will run out of time.

Codes on different computer languages now are taught in school.  And of course those who prefer the primitive language may have to study first the latest to understand and respect the earliest. And one may have to be confused further and further on with it so as to understand that the truth in those tasks is not available or may prove to be unknown.  One may have to live a life before creation to know these things to the point of frustration.perhaps it is best to let it leave it make it have it been and be.

Spellings for these words does seem to now get so cryptic that if you get so deep and get engrossed with it you'd end up studying the english technicals and after then you might end up reaching for that shield of confusion and make up your own and then call yourself a Vocabularist.

I still need to say this.  Yes, I do need to.  It should be done.  Do you know what I'm saying? I don't think so.  But maybe you do.  You could wonder all day long and ask about it but I won't say it unless you say something.  Are you talking to me? Are you? Are you?  There's no on else around.  Are you talking to me now?  Do you know what I am thinking? Really? Really?  You do?
